Good question. For now, I'm going to say yes, but keep in mind that your Pokemon would almost be KO'ed when you send it out.

can I make inventions to catch pokemon like a machine gun loaded with pokeballs(when there small) that I can shoot at pokemon to ki..knock them out

Not unless you happen to be a decently skilled mechanical engineer, and have access to the neccesary materials to create such a device.

As a general rule in ALL RPGs, if your character has any unusual skills/traits/heritage, unless the GM deems it okay or makes it up him/herself, it's gotta be mentioned when creating the character. Therefore, your character is NOT a skilled mechanical engineer, nor does he have immediate access to the materials needed for a Pokeball gun.

Zubat uses Leech Life on Commando Pineco (#1). 1 damage.
If I can, Tom throws a Pokeball at Scyther.
