Cecil and Shelly Gym leaders of: Cerulean City Special effects in Battle: Electrical and Grass Attacks deal 1.5 damage against all of their pokemon, Fire attacks deal .5 against their pokemon. Cecil and Shelly are the two children of the Mayor of Cerulean. Many assume his power got them a place as Gym leaders, but they are in fact, very competent trainers.
