1 The Joker - Totally insane, totally fun, totally deadly
2 Magneto - Best example of the "difference of opinion" villian
3 Lex Luthor - Brilliantly condescending, plus being the worst enemy of the "best" hero and not having any powers is hardcore.
4 Deathstroke - For every foil that Batman has, it's Nightwing's nemesis that manages to be to villians what Batman is to heroes.
5 Zoom - Kills upborn babies by snapping his fingers. Vicious, but not entirely evil.
Honorable Mention
Juggernaut - Completely unbeatable physically. Being a career criminal keeps him from my top 5, but I love to watch him beat up teams of superheroes.
Sabertooth - There are lots of creepy villians. Sabertooth manages to be downright scary.
Captain Cold/Mirror Master - Flash Rogues are whole different ball game of villian, and these two are the best.
Dr. Light - One of the few successful retcons in my eyes and the villian everyone loves to hate
