Not if there are lots of "Draw two cards" and "take the top card of the discard pile and put it into your hand" cards.

You have to do Professor X with like amazing mind control ability like "look at your oponents hand, you may discard one card and place any number of character cards on the field." Like actually good.
And a card has to be something like "all players shuffle their decks and then discard the top card of the deck" with Joker like screaming on the card.
