After playtesting this a little. I am changing defense to something more along the lines of Hero Clix with a set number. It made it to much based on luck and not skill. I have been redoing the cards lately.

As you can see from peoples playtesting I changed a lot of stuff. Fighting is now a 1 to 6 scale. Defense you don't roll any more. Just got to beat the number. If anyone is interested I would really like some help playtesting this. I have one group from HCR and one from Heroscape, plus my own. The Rules are a combo of Heroscape and Hero Clix. Heroes

The Front side deals with stats. The second side deals with Special abilities. Special abilities allow you to do stuff that your stats don't let you do. Spiderman webbing for instance. Higher speed goes first (everyone has a speed so everyone can go every turn.) Move then attack (Range or Close Combat......Can't do range in Close Combat) Attack roll 2d6 add to fighting, you have to get equal to or more then the targets Defense. (Unless a power stats otherwise For example Mind Control Attack goes against courage.) Range attacks going through hindering terrain gets a +1 defense to the defender. They also stop your movement. When damaged subtract how much damage a attack does from Health.

Still working on this. Its gone through some MAJOR changes since I started this. I will post something up and the rules when I get the end of the Alpha Testing done.
