I guess since that Hulk 2099 has a click 19 DV, it wouldn't be too far off from a comic book accuracy stand point. However, when you think about it, if this Hulk had a click of 19 DV it would be on his most powerful click, click seven. Hitting a 19 is hard enough, but when you consider that it would be so late in his dial, it would be almost impossible to hit. At that point in the battle, everyone's AV would probably be down to a nine or ten. He would almost become unhittable, especially with his IMP. He would be more borken than Firelord.
So, if we were going by pure comic book accuracy, then, yes, he probably should have a click of 19 DV. But when you account for playablity, I think that it needs to stay where it is.
