Go into the menu screen, then at the top there is a red pencil icon.
Oh wait...no sorry. Go into the room you want to decorate, then tap the wallpaper and press "Past all around" or whatever it is.
The red pencil is for putting your own designs as wall paper.

Tip.
Write letters, "Have some fruit" and attatch some fruit to them and send them, and they'll give you presents.
And non-native fruit sells for 500 bells remember that.
